Regulation (EU) 2023/956 puts a carbon price on imports of emissions-intensive goods (cement, iron & steel, aluminium, fertilisers, electricity, hydrogen) to prevent carbon leakage.
What it does (at a glance)
- Importers report embedded emissions and (in the definitive regime) surrender CBAM certificates priced against the EU ETS.
- Transitional phase (reporting only) ran from 1 October 2023.
- Definitive regime from 1 January 2026 ⚠️ VERIFY — a 2025 omnibus simplification adjusted thresholds and timing details; confirm the current state.
