Regulation (EU) 2022/1925 imposes ex-ante conduct obligations on designated gatekeepers — the largest platforms providing core platform services (search, app stores, browsers, messaging, operating systems, social networks, ads).
What it does (at a glance)
- Designation based on quantitative thresholds (turnover / market cap, user counts) plus a qualitative test.
- Do’s and don’ts: no self-preferencing, interoperability duties for messaging, data-portability rights, no combining personal data across services without consent, fair access to app stores.
- Fines up to 10% of worldwide turnover (20% for repeat infringements).
Key dates
- In force: 1 November 2022; applicable 2 May 2023; first gatekeeper designations September 2023, with compliance due March 2024. ⚠️ VERIFY the current designation list before relying on it.
