The EU Financial Services Legal Ecosystem — Map (digital finance focus)
A layered map of the instruments in this area and how they stack.
The EU financial-services legal ecosystem (digital finance focus)
Work in progress. This area of the knowledge base is a structured stub, currently focused on the digital-finance package. The instrument list and key dates below are drawn from primary sources, but the deep dives are still being written. Anything marked ⚠️ VERIFY has not been independently confirmed.
The starting slice of this area covers the digital finance rulebook:
| Layer | Question it answers | Main instruments |
|---|---|---|
| 1. Crypto-assets | How are crypto-assets, stablecoins and their service providers regulated? | MiCA |
| 2. Payments | Who may provide payment services and how? | PSD2 (PSD3/PSR in the pipeline) |
| 3. Operational resilience | Can the financial sector withstand ICT disruption? | DORA — covered in the Cyber area |
| 4. Adjacent | Prudential, markets and sustainability layers | CRR/CRD, MiFID II, SFDR ⚠️ VERIFY — not yet covered |
Where to start
- MiCA — the first comprehensive EU crypto-asset framework.
- PSD2 — the current payments framework (open banking); its successor package (PSD3/PSR) is in the legislative pipeline.
- DORA — the ICT-resilience regime for finance, documented in the Cyber area.
