PSD3 / Payment Services Regulation — proposed

Status: PROPOSAL. ⚠️ VERIFY — proposed by the Commission on 28 June 2023 as part of the payments package; the split between a directive (licensing) and a directly applicable regulation (conduct rules) and the final text are still in the legislative procedure. The package would replace PSD2 with:

• PSD3 — licensing and supervision of payment institutions.
• Payment Services Regulation (PSR) — directly applicable conduct rules, strengthened fraud prevention (IBAN/name matching), and improved open-banking interfaces.
